Is Recycled Plastic Content Mandatory in India in 2026? What Manufacturers Must Know

If you make, convert or brand plastic products in India, 2026 is the year recycled content turned from a sustainability choice into a legal question. The short answer is yes for plastic packaging, but the duty falls on specific parties and the exemptions matter.

This guide explains what the 2026 amendment says, who it covers, the year-by-year targets, and what manufacturers should do now.

01 — What Changed

The Plastic Waste Management (Amendment) Rules, 2026

On 31 March 2026, the Ministry of Environment, Forest and Climate Change notified the Plastic Waste Management (Amendment) Rules, 2026 under G.S.R. 237(E), amending the 2016 Rules. The amendment strengthens Extended Producer Responsibility (EPR) with mandatory recycled content targets, new reuse obligations, tighter audits and decentralised enforcement.

It builds on the 2025 amendment, which required a scannable QR code on commercial plastic packaging from 1 July 2025. Together these rules make recycled content something that has to be tracked, labelled and proven.

Who is obligated? The mandate applies to Producers, Importers and Brand Owners (PIBOs). If you are a moulder, film maker or packaging converter, your brand-owner customers will push these targets down to you through purchase specifications. A converter who cannot offer compliant recycled material will start losing orders.

In Short

Recycled content is mandatory for plastic packaging. Rigid packaging is at 40% in FY 2026-27 and reaches 60% from FY 2028-29. Food, pharma and similar uses have conditional relief, and recycled content in imported packaging does not count.

02 — The Targets

Recycled Content Targets by Packaging Category

Targets rise each year and differ by category. We are now in FY 2026-27, so rigid packaging is at the 40% stage.

II: Flexible packaging10%10%20%20%
III: Multilayered packaging5%5%10%10%

The 2026 rules also introduce mandatory reuse targets for rigid plastic packaging for the first time, so brand owners now carry both recycled content and minimum reuse obligations.

03 — Exemptions and Flexibility

The Mandate Is Not Absolute

Three provisions soften the rules, and each one matters for planning.

PROVISION 01

Statutory Restrictions

An exemption applies where recycled plastic use is restricted by FSSAI, CDSCO, the Central Insecticide Board or a mandatory Indian standard. Food, pharma and agrochemical packaging is therefore treated differently.

PROVISION 02

Carry-Forward for Food Contact

Unfulfilled FY 2025-26 targets for food-contact packaging can be carried forward for up to three consecutive years from 2026-27, provided at least one third of the shortfall is met each year.

PROVISION 03

No Credit for Imports

Recycled content in imported plastic packaging does not count toward an obligation. This favours domestic sourcing from local recyclers and granule makers.

NOTE

Check the Exact Wording

Commentary differs on how broad the food and pharma relief is. Some summaries call it a blanket exemption, others a conditional one. Confirm against the notified text for your product.

04 — Compliant Material

What Counts as Compliant Recycled Plastic

Recycled content now has to be provable. Rule 11(2) requires recycled plastic packaging to conform to IS 14534:2023, carry labels stating its recycled content, and meet FSSAI marking requirements for food-contact uses.

For buyers, this changes what a good supplier looks like. Consistent melt flow and colour still matter, but so do batch traceability, documentation and a clear account of where the feedstock came from. Our guide to eco-friendly plastic raw material suppliers in India covers the questions to ask before you sign a supply contract, and how to check PP granule quality shows what test data to request.

Why It Matters

Analysts expect the shift to 60% recycled content in rigid packaging to cap demand growth for virgin polymers. Manufacturers who build verified recycled supply chains early will be better placed as audits tighten.

05 — What To Do Now

Six Steps for Manufacturers

Work through these before your next purchase order or customer audit.

1

Map every product to the right category

Rigid, flexible and multilayered packaging carry very different targets, and many converters make more than one. If you are unsure which polymer suits which job, read HDPE vs LDPE vs PP.

2

Check that your polymer can be recycled at scale

PP is widely used in rigid packaging, caps, closures and crates and is a strong recycled-content candidate. See is PP recyclable and how recycled PP granules are manufactured.

3

Understand the performance trade-offs

Recycled content does not have to mean compromised quality. Read the benefits of recycled plastic granules, and compare virgin vs recycled PP granules.

4

Pick the right grade and finish

Appearance and application decide the grade. See black vs natural vs coloured vs milky PP granules, or browse natural, black, coloured, milky, filler and PPCP granules.

5

Budget for rising demand

Demand for recycled material is growing and pricing will move with it. Use the PP granules price per kg and recycled PP granules price in Delhi guides as benchmarks. Smaller units can read PP granules MOQ for small manufacturers.

6

Put your own scrap to work

In-house scrap can become a feedstock loop. See where to sell plastic scrap near me and how much plastic scrap is worth. Whether pre-consumer scrap counts toward a legal target depends on the rules’ definitions and the EPR portal, so confirm before relying on it.

06 — Sourcing in Delhi NCR

Source Recycled PP Granules From a Local Manufacturer

Evonpolymers manufactures recycled PP granules at Bawana Industrial Area, New Delhi, in black, natural, coloured, milky, filler, PPCP and BOPP grades. Tell us your product, process and monthly volume, and we can suggest a suitable grade and share batch data. To compare vendors, see PP granules manufacturers in Delhi NCR.

07 — FAQ

Frequently Asked Questions

Q1Is recycled plastic content mandatory in India in 2026?

Yes, for plastic packaging. Under the PWM Amendment Rules 2026, Producers, Importers and Brand Owners must use minimum recycled content that rises each year by packaging category.

Q2What is the recycled content target for rigid plastic packaging this year?

40% in FY 2026-27, rising to 50% in FY 2027-28 and 60% from FY 2028-29.

Q3Does the rule apply directly to converters and granule makers?

The legal duty sits with PIBOs. Converters and suppliers feel it through customer specifications, which increasingly ask for compliant, traceable recycled material.

Q4Are food-contact products exempt?

Relief applies where FSSAI or another statute restricts recycled content, and unmet food-contact targets from FY 2025-26 can be carried forward for up to three years. Check the notified text for your exact product.

Q5Can imported packaging count toward my target?

No. Recycled content in imported plastic packaging is excluded from counting toward obligations.
